Rebuilding Bukit Lawang: The Role of ICTs for Sustainable Development in a Post-disaster Indonesian Village

This undergraduate Final Year Project examines the positive role that ICTs play in the rehabilitation of a flood-affected people in Bukit Lawang, Indonesia as well as the vulnerabilities they face using two theoretical models � the Value of ICT to Education framework (Banuri, 2004) and the Extended Technology-Community-Management model (Chib & Zhao, 2008). In-depth interviews and participant observations were conducted over a three-week period involving 61 respondents from the agriculture and tourism sectors which are the two main sources of livelihood. Analysis showed that ICT use, especially of mobile phones, revived the flagging tourism industry after the flood. The current business model for the flourishing tourism sector relies heavily on mobile phones and has led to a promising tourism sector. In stark contrast, there was minimal diffusion of ICTs in agriculture, a sector that requires structural changes to uplift it from sheer economic despair. This study defines the role of ICTs in long-term disaster recovery and sets out direction for policymakers for livelihood rehabilitation of rural communities while from a research perspective, it provides a reference point for further study in ICT diffusion in rural communities.
